Dr. Talwar hailing from Jalandhar, Punjab has established the status of one of the finest surgeons of Chandigarh. He is described as having had formal education from setting up roots in rural Punjab, his father worked in the Punjab Civil Medical Services. Following her Passing out from Modern Higher Secondary School in Patiala, Dr. Talwar qualified from Dayanand Medical College, Ludhiana in the year 1982. He passed MS under many illustrious teachers, such as the Late Prof. D.S. Gill, Late Prof. K.P. Singh and Prof. Mohan Gupta to be crowned one of the best surgeons in Chandigarh.

He then developed interest in community health while growing up in rural Punjab where his father was contracted in Punjab Civil Medical Services. He passed out BMSS from Dayanand Medical College, Ludhiana in 1982 and did his MS under learned surgeons.
